Stainless Steel Sheet and Strip: The International Trade Commission (ITC) has given notice of the institution of antidumping (AD) and countervailing duties (CVD) investigations and the scheduling of preliminary phase investigations on imports of stainless steel sheet and strip from China (701-TA-557 and 731-TA-1312), effective 2/12/16. A preliminary determination will be reached by 3/28/16.
不锈钢板材和带材：美国国际贸易委员会于2016年2月12日发布公告，对原产于中国的不锈钢板材和带材进行反倾销和反补贴立案调查及相应初裁阶段的计划（案件号：701-TA-557和731-TA-1312）。美国国际贸易委员会将于2016年3月28日作出初裁。
 
Circumvention Inquiry on Steel Plate: Regarding certain cut-to-length steel plate from China, the International Trade Commission (ITC) has announced the initiation of a DOC circumvention inquiry to determine whether imports of the aforementioned products are circumventing the AD duty order currently in place (A-570-849). The investigation is in response to a request by NUCOR Corporation and SSAB Enterprises LLC.

Truck and Bus Tires: The DOC and ITC will proceed with AD and CVD investigations into the import of truck and bus tires from China (A-570-040 and (C-570-041). The period of investigating (POI) is calendar year 2015. The ITC will complete its preliminary investigation by 4/10/16 and advise the DOC accordingly.

Amorphous Silica Fabric from China: The DOC and ITC will proceed with AD and CVD investigations into the import of certain amorphous silica fabric from China, pursuant to petitions filed by Auburn Manufacturing, Inc. alleging that the Chinese government is providing countervailable subsidies with respect to these imports (C-570-039) and selling them at less than fair value in the U.S. (A-570-038) The ITC will provide its preliminary determination by 4/7/16.

ITC Complaint Regarding Diaper Disposal Systems: A complaint was filed with the ITC on 1/21/16 on behalf of Edgewell Personal Care Brands LLC alleging violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain diaper disposal systems and components thereof, including diaper refill cassettes, by reason of infringement of certain claims of various U.S. Patents. Among the respondents is Lianyungang Brilliant Daily Products Co. Ltd of China.
对中国尿布处理系统提起的337调查：Edgewell Personal Care Brands LLC于2016年1月21日向美国国际贸易委员会提交申请，指控涉案的进口的以及进口后在美国销售的尿布处理系统及组成部分由于侵犯多项美国专利而违反337条款。被诉方是中国公司Lianyungang Brilliant Daily Products Co. Ltd。

Final Phase Scheduled for Hydrofluorocarbon Investigation: The DOC has announced the scheduling of the final phase of its AD duty investigation into hydrofluorocarbon blends and components from China (Investigation No. 731-TA-1279). A prehearing conference will be held on 6/14/16, followed by a hearing on 6/21/16. The DOC had preliminarily determined that the aforementioned products are being sold in the U.S. at less than fair value.
氢氟烃制冷剂反倾销调查终裁阶段已经排定：美国商务部宣布其已经排定对来自中国的氢氟烃制冷剂所进行的反倾销调查（案件号：731-TA-1279）的终裁阶段。2016年6月14日将会召开前听证会，2016年6月21日将会召开听证会。美国商务部已经在初裁中裁定，上述被调查产品在美国的销售价格低于正常价值。

Final Determinations on Uncoated Paper: The DOC is issuing CVD orders on certain uncoated paper from Indonesia and China after affirmative final determinations from its own investigation (C-560- 829, C-570-023) and that of the ITC. Both Chinese and Indonesian firms filed allegations that the department made ministerial errors in the subsidy rate calculations. Errors were found and corrected concerning the Indonesian firms, however, no errors were found in relations to the Chinese firms. In addition, AD orders on the same products will be levied on goods from China, Australia, Brazil, Indonesia, and Portugal. (A-602-807, A-351-842, A-560-828, A-570-022, A-471-807)

Off-the-Road Tire Imports from China Ruled Negligible: The ITC has found that imports of certain new pneumatic off-the-road tires from China are negligible, thus terminating the investigation into these imports. (701-TA-551-553 and 731-TA-1307-1308). The investigation into imports of this product from India and Sri Lanka will proceed based on the forthcoming DOC investigation results.

Interested parties must file prehearing briefs by 6/28/16, with the hearing scheduled to proceed on 7/12/16.

A former CEO will serve a prison sentence of over seven years for illegally exporting technology equipment to China and laundering money. Louis Brothers, the former CEO of Valley Forge Composite Technologies, admitted to illegally exporting sophisticated technology equipment to China, and concealing the subsequent proceeds, during a timespan from 2009 to 2013. Specifically, he exported microcircuits which are considered defense articles, necessitating the involvement of the FBI and the Homeland Security Investigations Office in the investigation and subsequent prosecution. Brothers was formally convicted of conspiracy, aiding and abetting in the illegal export of defense articles, and conspiracy to launder funds, and will serve 93 months in prison and pay $1.1 million.

The U.S.-China Economic and Security Review Commission has announced that it will hold an open public hearing on 3/10/2016. The topic of the hearing will be “China-South Asia Relations” Per the Commission’s notice in the Federal Register:

The hearing will explore the economic, geopolitical, and security elements of China's South Asia strategy, and examine in detail China's relations with India and Pakistan in particular. In addition, the hearing will assess how China's evolving engagement in the region impacts U.S. interests. The hearing will be co-chaired by Chairman Dennis Shea and Commissioner Katherine Tobin, Ph.D. Any interested party may file a written statement by March 10, 2016, by mailing to the contact below. A portion of each panel will include a question and answer period between the Commissioners and the witnesses.
