Circumvention Inquiry Opened for Cut-to-Length Carbon Steel Plate: The Department of Commerce (DOC) has initiated a circumvention inquiry on the antidumping duty (AD) order on certain cut-to-length carbon steel plate from China. Effective as of 0/18/16, the inquiry was requested by domestic producers Nucor Corporation and SSAB Enterprises LLC and will determine whether certain imports are circumventing the aforementioned AD order.
对定尺碳素钢板启动反规避调查：美国商务部对来自中国的定尺碳素钢板所实施的反倾销措施启动反规避调查。此次调查由美国国内生产商Nucor Corporation和SSAB Enterprises LLC提起，并将最终确定被调查产品的进口是否规避对来自中国的定尺碳素钢板所实施的反倾销措施。
Less-Than-Fair-Value Investigation on Multiple Products: After receiving AD and countervailing duties (CVD) petitions regarding certain new pneumatic off-the-road tires from China and India, DOC has begun less-than-fair-value (LTFV) investigations (A-533-869, A-570-034, C-533-870, C-570-035, C-542-801). The Commission has also initiated LTFV investigations on Certain Biaxial Integral Geogrid Products from China (A-570-036, C-570-037) based on AD/CVD petitions. The ITC will return its preliminary results concerning first investigation by 2/22/16, and the second investigation by 2/27/16. These results will determine whether the DOC terminates or proceeds with the investigations.

Final Phase of Corrosion-Resistant Steel Investigation Scheduled: The ITC has announce that the final phase of its AD/CVD investigation into imports of certain corrosion-resistant steel products from China, India, Italy, Korea, and Taiwan (701-TA-534-538 and 731-TA-1274-1278) will begin with a preliminary hearing on 4/26/16. The ITC had previously announced a preliminary determination that certain benefits that constitute subsidies were being provided to manufacturers, producers or exporters in all of the aforementioned countries except for Taiwan.

Determination on Large Residential Washers: The ITC has determined that the alleged sale of large residential washers at less than fair value, imported from China, are materially injuring or threatening domestic industry in the U.S. The final phase of the investigation will be announced and commenced after a preliminary determination, affirmative or negative, from the DOC.
对华家用大型洗衣机的反倾销产业损害初裁：美国国际贸易委员会初裁裁定来自中国的家用大型洗衣机所进行的倾销对美国国内产业造成实质性损害或构成实质性损害威胁。该调查的终裁阶段将会在美国商务部作出初裁之后开始。

Potassium Permanganate: The DOC has announced the preliminary results of its administrative review of the AD order on potassium permanganate from China as requested by Pacific Accelerator Limited (PAL). The Department determined that PAL sold the merchandise in question in the U.S. at price below normal value during the period of review from 1/1/14 to 12/31/14, which will result in the assessment of duties upon the adoption of the results.

Pure Magnesium: Regarding the DOC’s review of the AD order on pure magnesium from China (A-570- 832), the Commission has preliminarily ruled that the covered parties, Tianjin Magnesium Metal Co., Ltd. and Tianjin Magnesium International, Co., Ltd. did not have reviewable entries during the period of review from 5/1/14 to 4/30/15. The U.S.-China Economic and Security Review Commission has announced that it will hold an open public hearing on 2/24/16. The topic of the hearing will be “China's Shifting Economic Realities and Implications for the United States.” Per the Commission’s notice in the Federal Register:

This is the second public hearing the Commission will hold during its 2016 report cycle to collect input from academic and industry experts concerning the national security implications of China's military modernization efforts for the United States. This hearing will seek to analyze recent macroeconomic trends in China's economy; assess the changing role of state capitalism and state-backed enterprises in China's economy and abroad; assess the extent of China's overcapacity problem in key sectors and impacts on U.S. and global markets; and evaluate potential changes to China's non-market economy status in the United States and Europe under World Trade Organization law. The hearing will be co- chaired by Commissioners Robin Cleveland and Michael Wessel.” The Commission is mandated by Congress to investigate, assess, and report to Congress annually on “the national security implications of the economic relationship between the United States and the People's Republic of China.
